Whistleblowing System
Whistleblowing System is a mechanism provided by the company, which allows a person to confidentially report alleged violations of the law and/or code of ethics within the company through designated channels.
This mechanism guarantees the confidentiality of the whistle blowers’ identity and protects them from retaliation. This is expected to encourage active participation of all parties, both internal and external, to create a work environment that is in accordance with the values of AKHLAK and Good Corporate Governance (GCG) principles.
The implementation of WBS is regulated in the Tugu Insurance Whistleblowing System Guidelines.
Whistleblowing Report Submission
Whistleblower has the option to state his/her identity or not to state his/her identity (anonymous) when submitting a whistleblowing report.
However, in order to accelerate the whistleblowing report handling process, whistleblower is encouraged to provide personal information, at least a telephone number and/or email address that can be contacted.
Whistleblowing Report Management
Whistleblowing reports will be followed up by the Whistleblowing Management Team (WBS Team) formed by the Board of Directors and the Board of Commissioners.
The Board of Directors, through the WBS Team, has the authority to handle whistleblowing reports if the reported party is an employee of the Company – other than the Board of Commissioners and/or the Board of Directors.
Independent commissioner has the authority to handle whistleblowing reports if the reported party is a member of the Board of Directors, Board of Commissioners, and/or Supporting Organ of the Board of Commissioners.
All submitted whistleblowing reports will go through an initial examination stage. If the initial examination shows that the whistleblowing report does not contain at least 3 elements of 5 W 1 H (What, Where, When, Who, Why, dan How) and is not supported with complete supporting documents, then the report will not be processed further.
Scope of Whistleblowing Report
The types of allegations that can be reported include:
- Corruption
- Bribery
- Gratuity
- Conflict of Interest
- Theft
- Fraud
- Extortion
- Violation of Law
- Violation of Company Policies
- Abuse of Power
Whistleblowers may submit a whistleblowing report even if the alleged violation is outside of the abovementioned types.
Whistleblowing Reporting Channels
Whistleblowing report can be submitted through:

- Fill the form / Email to clean2@tugu.com
if the reported party is a member of the Board of Directors, Board of Commissioners, and/or Supporting Organ of the Board of Commissioners.
- A formal letter addressed to:
- Board of Directors (if the reported party is an employee of the Company – other than the Board of Commissioners and/or the Board of Directors); or
- Board of Commissioners (if the reported party is a member of the Board of Directors, Board of Commissioners, and/or Supporting Organ of the Board of Commissioners);

The Company is obliged to protect the confidentiality of the reporter’s identity, and provide optimal space for all parties to report in good faith for the Company.
